Phoenix police have identified a man they say tried to rob a liquor store across the street from a Department of Public safety substation on Thursday morning. Rene Ray Starks, 52, was taken to a hospital and remains in critical condition after being shot by a DPS officer outside Minute Liquor Store, 2355 S. 16th St. Police said the suspect had a rifle and demanded the store owner give him money. As the owner and suspect struggled inside the store, a customer went to the DPS Knutson substation to report a robbery in progress. Officers went to the store and ordered an armed man who was leaving to drop his weapon. Officers said he was shot when he pointed to gun at them.
