Phoenix police arrested Robert Jesse Payan at 8 p.m. Sunday in connection with a series of sexual abuse/molestation cases. Most of the incidents were in the area of Interstate 17 to 19th Avenue and, Indian School to Camelback roads. There others were outside that area.
On Wednesday, investigators linked Payan to three cases. He was booked Sunday on two counts of public sexual indecency, and one count each of attempted molestation, molestation, sexual abuse, kidnapping and attempted kidnapping.
The investigation is ongoing and Phoenix police are working with victims to conduct photo lineups and process forensic evidence.
